Madam, - Many years ago, when I was at primary school in Belfast, if anyone misbehaved the class were all punished. President Bush is applying the same approach to the Northern political parties. At school we thought our teacher's treatment most unfair, but at least no-one suggested that to punish the wrongdoers alone would make them feel victimised. - Yours, etc.,
