TOLUCA, Mexico - President Ernesto Zedillo's Institutional Revolutionary Party suffered major losses in local elections in three states as voters punished his government for Mexico's economic crisis and a series of corruption scandals, incomplete results showed yesterday.

The left wing Party of the Democratic Revolution (PRD) continued a recent renaissance with 24.2 per cent, up from 12.4 per cent last time.
