The National Youth Council of Ireland has welcomed increases in PRSI and tax exemptions on the basis that young people should be better off as a result. However, it warned employers to pass these benefits on to low-paid workers and those seeking work, rather than using them to reduce their own wage bills.

The NYCI described the proposal to make young people register with FAS as a "nothing measure", stating that all young people seeking work register with FAS.
