The National Women's Council has criticised the Budget for continuing to treat women receiving social welfare payments as dependants. Its chairwoman, Ms Noreen Byrne, said the Budget did not acknowledge women's unpaid work in the home and community. While welcoming its social inclusion provisions, Ms Byrne said women "in their own right" remained invisible in the Budget.
