ISTANBUL - A row between the Vatican and the US is threatening to block last minute talks at the UN's Habitat summit on cities. As heads of state and government yesterday began addressing the plenary session, the head of the Holy See delegation claimed the US group had increased by "200 per cent" the number of references to sexual rights in draft texts.
