Washington - US President Bill Clinton is hoping his unprecedented decision to target AIDS as a national security threat will rally world leaders behind waging a war on the epidemic. Mr Clinton will challenge leaders at the European Union summit this month, and at the Group of Eight meeting in July, to add to the $100 million he is requesting from Congress to fight the disease worldwide
