WASHINGTON - A medical group said yesterday that all the conditions existed in the US to cause an outbreak of "mad cow" disease. Dr Neal Barnard of the Physicians Committee for Responsible Medicine said farming practices, in which cattle remains are rendered and fed to other cattle, are similar to those in place in Britain when the disease took off there in the 1980s.
