Brussels - The United States and the European Union failed to agree yesterday on controversial US laws penalising foreign companies investing in Iran, Libya and Cuba, a European source said late Sunday. The collapse of the negotiations came hours before a London summit today between Washington and the 15 EU countries for which the topic heads the agenda.

There was also no agreement on further liberalising trade because of the opposition of France and Spain, the source said.
