LONDON - Britain plans to review laws governing surrogate motherhood following a number of controversial cases, the government announced yesterday.

A three member team will assess whether payment for surrogacy, including expenses, should be allowed, whether changes are needed in the current laws and whether surrogacy arrangements should be regulated through a government body.

The government has been reluctant to change existing laws to curb surrogacy because it already forbids payments.
