NEW YORK - The TWA jet that exploded off Long Island in July had carried test packages of explosives within the past year, possibly explaining the explosive chemical traces that investigators have found in the plane's debris, the FBI said yesterday.

Packages containing explosive chemicals had been put on board the aircraft as part of a law enforcement training exercise for bomb detection dogs, the FBI said in a statement.
