LONDON - A senior Church of England cleric yesterday accused Britain's Tories of failing to put morality at the heart of government policy.

The Rt Rev Richard Harries, Bishop of Oxford, singled out the Conservatives for emphasising personal over public morality, saying the Tory party wished "to resist the fundamental economic and political changes that threaten the privileged position of its supporters".
