LONDON - The most radical shake-up of Britain's social services for 25 years was announced yesterday by the Health Secretary, Mr Stephen Dorrell, provoking widespread concern among care experts.

If the Tories won the general election, they would propose a Bill containing measures to make local councils sell off their old people's homes.
