LONDON - The British Tory government yesterday suffered an embarrassing and symbolic defeat after it refused to bow to pressure for a full scale Commons debate on the single currency. It was defeated in a European standing committee by seven votes to six. The committee refused to pass a government motion on key documents on monetary union when a former ministerial aide, Mr John Whittingdale, sided with the opposition.
