New provisions limiting the right of individuals to appeal against ministerial decisions on motorway schemes were broadly welcomed.

Mr Tony Kett (FF), speaking during a second stage debate of the Roads (Amendment) Bill, 1997, said "we can't allow individuals to hold up the process ad infinitum".

The Bill would require any challenge to a ministerial decision on a motorway scheme or roads-related environmental impact statement to be made within two months by an application for judicial review.

The Minister of State for the Environment, Mr Dan Wallace, said individuals were "well protected" by the law and "there must be a cut-off point".
