The Ministers for Education and Finance have told management and unions in second level schools that they will impose a much delayed £70 million pay, pensions and productivity deal.

The management bodies - the Joint Managerial Body and the Irish Vocational Education Association - have strongly opposed the Programme for Competitiveness and Work package because it proposes that most teacher promotions should continue to be on the basis of seniority rather than merit. The three teacher unions have voted to support it.

The Joint Managerial Body plans to hold an emergency meeting next week to discuss its next move.
