The Irish National Organisation of the Unemployed yesterday welcomed indication's from the Tanaiste, Mr Spring, that tax reforms for PAVE workers will be a principal feature of the 1997 Budget. But the INOU chairman, Mr Paul Billings, warned that the benefits of this reform must be genuinely targeted at those on the lowest incomes.

In order to have a real impact, any reform should focus on increasing personal tax free allowances at the standard rate of 27 per cent, he said.
