PARIS - A French government attempt to win back popularity and buy a way out of recession by offering about £3 billion in income tax cuts appeared to have flopped yesterday. The Prime Minister, Mr Alain Juppe, outlined next year's general and welfare budgets, but the Gaullist leader's plans were treated coolly by right wing rivals.
