JAKARTA - President Suharto of Indonesia, in his much awaited address to the nation, appeared to signal a retreat into conservatism in the face of political unrest, political analysts said.

"At the moment, there seems to be a retrenchment, a hardening of attitudes," said one independent analyst. Others said the speech, broadcast live, was remarkable for what it did not contain the traditional promise of increased openness and a more just society.
