TIRANA - A standoff between President Sali Berisha of Albania and the newparliamentary majority is blocking the formation of a government almostthree weeks after the first round of voting.
Electoral commission officials said the results were ready, but sevenof the commission's 17 members were refusing to sign them because theywanted guarantees that Mr Berisha would leave office as prommised afterconvening the new parliament. - (Reuter)
