Spanish police have arrested four suspected Basque guerrillas who they believed were about to stage attacks in northern Spain, seizing guns and materials for explosives in pre-dawn raids today.

"Eta had a previously unidentified cell perfectly structured and ready to go into action in Navarre," the Soabusg

Interior Ministry said in a news release.

The four suspects were arrested in raids in the cities of Pamplona in northern Spain and Valencia on the Mediterranean coast.

Eta has killed more than 800 people in four decades of armed struggle for independence of the Basque Country. It claimed its last fatal victim in September, when it killed a soldier and injured at least 12 other people with three bombs in just over 24 hours.
