The Department of Justice has declined to comment on a claim by Sinn Fein that the Minister, Mrs Owen, has "severely" reduced the amount of compassionate parole available to republican prisoners in Portlaoise jail.
A statement from Sinn Fein's "POW department" said a prisoner whose sister died last week had been granted only one third of the time that prisoners had been used to.
