MOSCOW - Russia has suspended its troop withdrawal from Chechnya due to a dispute over prisoners of war, the commander of Russian forces in the breakaway republic said yesterday.

Gen Vyacheslav Tikhomirov, said that "while there is no agreement on the questions dealing with the exchange of prisoners and forcibly held people, federal detachments will not leave Chechnya."
