MOSCOW A leading Russian human rights advocate, Mr Sergei Kovalyov, announced yesterday he was quitting all his posts in Mr Boris Yeltsin's administration because of the Kremlin leader's "preference use of force to solve political questions

He said the 38 nation Council Europe, which votes on Moscow's application tomorrow should impose tough conditions over Chechnya before Russia.

President Yeltsin said the should allow Russia to as it was committed to reform and finding a solution to Chechnya.
