ST THOMAS, US Virgin Islands - A run off election will be needed to select the US Virgin Islands' delegate to Congress after the winner failed to reach 50 per cent plus one, officials said yesterday.
The US Virgin Islands, a territory of the United States, has one non voting delegate to Congress.
