LONDON - The British Foreign Secretary yesterday attempted to damp down a dispute over a call by a cabinet colleague, Mr Stephen Dorrell, for a more critical stance towards the EU. Mr Malcolm Rifkind said Mr Dorrell's demand that Britain negotiate a new relationship with its European partners did not run counter to government policy.
