ATLANTA - The Carter Centre's top official for Latin America will observe the release tomorrow of 70 Colombian troops whose rebel kidnappers are to hand them over to the Red Cross, the centre announced in Florida.

The Revolutionary Armed Forces of Colombia, which captured 60 soldiers last August and 10 more in January, has agreed to release them in exchange for the Colombian army's withdrawal from a 5,264 square mile jungle zone in Caqueta department.
