KINSHASA - Rebel leader Gen Denis Sassou Nguesso said yesterday that Congo's four-month war was over and he would form a government after his forces seized the political and economic capitals from President Pascal Lissouba's troops. He told Radio France International (RFI) that "for us, the war is over because we have control of almost all of the country . . . and the arms have been silenced".
