. standardise electricity, telecommunications and State service costs in all areas;

. ease means testing for unemployment assistance, carer's allowance and State pensions in rural areas;

. discriminate in favour of rural tourism;

. increase funds for group water and sewerage schemes in rural areas;

. increase spending on non national roads;

. retain second teacher in all two teacher schools, and appoint a second teacher to one teacher schools;

. review the floor area limit for new house grants;

. expand health services to allow older people live within their own area;

. facilitate the use of local funds and savings for local development.
