Podgorica, Yugoslavia - An opposition coalition backed by President Slobodan Milosevic of Yugoslavia has won the local poll in Montenegro's coastal town of Herzeg Novi, an official from the pro-Western government said last night.
The city council elections in Herzeg Novi and in Podgorica are viewed as a crucial test of support for the pro-West government and the rival pro-Milosevic party.
