The Irish Penal Reform Trust said the number of new prison places required to cope with the increase in remand prisoners as a consequence of the bail amendment was 1,100, and not 700 as the Minister for Justice, Mrs Owen, had claimed. The Trust said the Government had refused absolutely to address the "unaccountability and chaos" in the prisons.
