Moscow - Russia's Communists threatened yesterday to block all budget discussions until the architect of Russia's privatisation programme, Mr Anatoly Chubais, was sacked over a book royalties scandal.

In a statement the party leadership said "the Communist Party faction believes it is impossible to examine the budget while Chubais remains first deputy prime minister and finance minister."
