MADRID - After 13 years of Socialist rule, Spain's new parliament convened yesterday under conservative leadership. There were fresh signs that Catalonia's ruling coalition, which holds the balance of power with 16 seats, will help form a centre right government.

With 156 seats, Mr Jose Maria Aznar and his conservative Popular Party are 20 seats short of an overall majority.
