Supply curbs by the 12-member Organization of the Petroleum Exporting Countries have helped recession-hit oil prices recover from $40 a barrel at the start of the year to just short of $74 a barrel today.

The delegate was speaking shortly after the start of a closed session of OPEC ministers in the Angolan capital Luanda.
