KARACHI - The murder, on September 20th last year, of Mr Mir Murtaza Bhutto, estranged brother of the former prime minister, Ms Benazir Bhutto, was an illegal killing ordered by a higher authority, a Pakistani judicial tribunal said in its report made public yesterday. It did not name the higher authority.
