GENEVA - Negotiations aimed at securing a comprehensive nuclear test ban treaty were deadlocked yesterday, amid doubts that a breakthrough could be reached ahead of tomorrow's deadline.
India is refusing to sign the treaty and Pakistan has warned that this refusal could mark the "death knell" of the treaty.
