A Bill, to implement the report of the commission on the industry, will be introduced this year, the Taoiseach said.
"Hopefully, it will be in the first half of the year, if not early in the second half of the year," Mr Bruton added.
He was replying on the Order of Business to the Fianna Fail leader, Mr Bertie Ahern.
