BERLIN - The Nato Secretary General, Mr Javier Solana, yesterday said the alliance had all but agreed a plan to reshape the organisation for new challenges it faces in the post Cold War era. Drawing on lessons of the West's failure in Bosnia, 16 Nato ministers will start today transforming a defensive alliance designed to counter an attack from the east into an organisation able to mount new missions from crisis management to peacekeeping.
