SINTRA, Portugal - NATO states and 27 partnership countries met yesterday in a new body created to try to meet the security worries of countries unlikely to gain NATO membership next July.

The Euro-Atlantic Partnership Council (EAPC), which will have a permanent secretariat at NATO's Brussels headquarters, merges the alliance's military co-operation programme and a forum for political dialogue with non-member countries.
