Podgorica - The outgoing president of Montenegro, the junior partner in the Yugoslav federation, is refusing to recognise his defeat by an opponent of the Yugoslav leader, Mr Slobodan Milosevic, party leaders said yesterday. Mr Momir Bulatovic, a conservative ally of the Yugoslav strongman, has urged supporters to hold daily protests.

On Monday, Montenegro's reformist Prime Minister, Mr Milo Djukanovic, was confirmed winner of the country's tightly-contested elections - a mere 6,328 votes more than Mr Bulatovic.
