SAO PAULO - The anti Cuba Helms-Burton law could only have been written by "drunks", the Cuban Foreign Minister, Mr Roberto Robaina, said in a newspaper interview. Mr Robaina, who recently visited Brazil, told the Sao Paulo daily Folha that US Congress members capable of approving such a law "are as mad as the English cows".

The Helms-Burton law seeks to isolate the communist regime of President Fidel Castro.
