The key to good management in housing estates was not vigilante groups operating outside the law, but instead a partnership between the communities and the local authorities, the Minister of State for the Environment said yesterday. Ms Liz McManus said that developing partnership was a challenge for all. "It demands changes in official attitudes and in the involvement of communities in the running of their estates."
