CHILPANCINGO, Mexico - Local elections in the southern state of Guerrero, stronghold of the rebel Revolutionary Popular Army (EPR), began without incident yesterday despite fears of high absenteeism. The EPR has declared a truce to allow the elections, in which some 1.3 million people are entitled to vote.
