Buenos Aires - President Carlos Menem of Argentina announced yesterday he will not seek a third term in 1999, halting an unpopular campaign that threatened to split his Peronist Party and cause a constitutional crisis.

Only last week the twice-elected leader asked his party to overcome a constitutional ban on him seeking a third straight term. But he failed to win its overwhelming support.
