Paris - France believes former Elf oil executive Alfred Sirven might be in hiding in the Philippines and a manhunt has begun. Sirven, on the run since 1997, is suspected of having played a key role in alleged rampant corruption in the 1990s at the previously state-owned petroleum giant Elf-Aquitaine.
