Arusha - The former South African president, Mr Nelson Mandela, opened a fresh round of Burundi peace talks yesterday by calling for an end to the monopoly on power enjoyed by the central African state's Tutsi minority.

"One of the critical issues is that a minority of 15 per cent of the population could go on monopolising political, economical and military power," said Mr Mandela
