LONDON - The decision of Sky television's head of programming, Mr David Elstein, to move to the new Channel 5 as chief executive is seen as a major boost to the channel which has been plagued by problems, especially the massive task of returning 10 million videos before it can go on air. Channel 5 is due to start broadcasting in January.
