The Government defeated by 70 votes to 57 the Fine Gael private member's motion, condemning it for failing "to approve the Luas proposal as designed". On Tuesday the Minister for Public Enterprise, Ms O'Rourke, said construction of the Luas system would begin in spring 2000 amid strong opposition criticism of the Government's performance on the issue.
