WASHINGTON - President Clinton's nominee to head the CIA, Mr Anthony Lake, has agreed to pay a $5,000 fine for failing to sell energy-sector stocks while serving as national security advisor, the White House said last night.

The Justice Department cleared the former White House National Security Adviser of criminal wrongdoing in his stock dealings and allegations he lied to Congress.
