Leave for the moving of a private member's Bill was not opposed by the Government.

The mover, Mr Sean Ryan, said the problem of unfinished work in estates was widespread. Supporting his party colleague, Mr Joe Costello said there was a raft of estates that had been left unfinished.

Mr Michael Finneran (FF) observed that the Dail by-election in Dublin North had already begun with the moving of the Bill.

Ms Therese Ridge (FG): "The first of many."

House leader, Mr Donie Cassidy said he had no objection to the Bill being printed.
