MELBOURNE - In his most dramatic commitment so far towards making Australia a republic, Mr Paul Keating yesterday promised that, if his Labour government won the general election, it would hold a plebiscite within a year on replacing Queen Elizabeth with an Australian as head of state.

To sustained, loud applause from supporters in Melbourne, the Australian Prime Minister formally launched his campaign for a March 2nd election.
